WHAT?

Registration-Cum-Membership-Certificate (RCMC) is a certificate issued under Foreign Trade Policy to those person / entities who have already obtained Importer exporter code (IEC) and now apply for the Authorization to import/export restricted items or who applies for availing any benefit or concession under Foreign Trade Policy. This certificate is issued as a proof that any particular exporter is registered with the council.

Authorities registered to issue RCMC

There are 26 Export promotion councils and 9 commodities board in India. Export Promotional Councils (EPC) and Commodities board in India are the authorities for issuing the RCMC. These institutions have been authorised by Central Government to issue RCMC to the particular exporter. Each of the Export promotion Councils and commodities board in India categories itself according to the type of products. Further, in case the product line of exporter does not fall under the category, then he might apply for RCMC from FIEO. For instance, some main authorities listed as under

  • Exporter to obtain RCMC from Federation of Indian Exporters' Organisation (FIEO) or Export Promotion Council (EPC)
  • Status Holder from Federation of Indian Exporters' Organization (FIEO)
  • Exporter of minor forest produce and their value added products from SHEFEXIL, EPC
  • Exporter of Software from Electronic and Software, EPC
  • Exporters of 14 services as listed under the policy from Services, EPC
  • multi product exporters having their head office/ registered office in the North Eastern States from Shellac & Forest Products, EPC (except for the products looked after by APEDA, Spices Board and Tea Board)

HOW?

To become a member of EPC, an exporter has to file an application in the prescribed format. Thereafter RCMC is granted of the concerned EPC after admitting to the membership.

To get registered as manufacturer exporter, an exporter requires to give evidence to that effect. To become associate members of EPC, prospective or potential exporters may also file an application.

  • Step 1: Application Form: - Fill up the application form available online for the registration.
  • Step 2: Documentation: - Provide the prescribed documents required to be submitted along with the application form.
  • Step 3: Application Submit: - Once the application is complete, it will be filed with the concerned authority along with the prescribed fees.
  • Step 4: Issue of Certificate: - Once the application is completely verified by the department, the exporter becomes the member of Export Promotion Council and RCMC is issued to the person which is valid for a period of 5 year from the date of issuance.
